Two steps forward, one sideways and one-and-a-half step backwards...

... Well that's how I can describe India's progress. It is partly because Indians never held politicians accountable and punish them. Every year Ministers would announce launching of new schemes to make them popular to the masses and then just forget about them. A classic case is Railway Budgets, where every Railways Minister would announce new schemes in the area they represent without any regards to the available funds and unfinished projects. (You will ask me then why is it that we are not in a living hell already. Well India's bureaucracy in spite of itself delivered, and so did some visionary political bosses, but they delivered a little though they delivered it late.)

Anyways coming back to the issue of Indians not holding the executive responsible. Some hope was restored when the Central and the States Governments passed legislation to give the right to Information to the citizens. Its a touchy issue. Why would a devil give you information when you could hold him responsible with the same information. So it was not really effective.
Kudos to the Manmohan Singh government who has shown some vision by publishing the Outcome Budget. The Indian Government will now annually publish an Outcome Budget to tell the citizens as to what it intends to do with the money allocated to various ministries and also tell you how effectively they spent the money allotted to them in the last budget.
Although Mr P Chidambaram, India's finance minister has given the disclaimer that the Outcome Budget is not as polished as it should be, and things would get better, I thought I would probably just for the recordings sake record the shortcomings of this years Outcome Budget:

Outcome Budget of alomost all the Ministries, (I would like to specifically point out Ministry of Steel) read as the plan for various state controlled Steel companies. India's steel sector is much much more than what just the state sector. Does the honorablester wants to say that the ministry exists only to serve the state sector?

I dont understand what purpose some Ministries like the Ministry of Youth Affairs & Sports serve? This one had been conceptualised with the noble objective of utilising the energy of India's Youth in Nation Building. but going by its Outcome Budget, it looks like that it just runs a few Institutes, some schemes. It would have been great if instead of saying that they will organise 10500 NSS camps, they would have said that x% of India's College going students will attend one or other NSS camp.

The NIC, which designs & hosts Governements websites should also include a form where people can come and discuss the issues. Why would I blog it here, without any chance of anyone else seeing it than posting it on the FinMin's website where they could have seen it and taken some action....

Some more research on Google and looks like Purnendu Chatterjee goes way way up...He has got connections right to White House.
Great career and now he uses connections formed in his stint in McKinsey and other companies for his venture fund.
Talking about connections, he even has charges of insider trading against him.
He goes deep yaar..TCG software, TCG-Ivega, Skytech, Haldia...Soros fund.
I am dazed!!!

Tax Reform

State of California is implementing a new system where the residents will get pre-filled tax returns. They just need to sign it and return it.
I guess India should replace the Saral form with something similar. This will benefit a large section of Indian taxpayers as most of the 25 Mn taxpayers are in service jobs. In their case it is the employers obligation to scrutinise various documents. Hence even with plethora of deductions available to an Indian Tax Payer, there are no road blocks.With TIN coming in place, already companies are filling their tax challans online. Not only that, but tax payers can also file their return online starting this year. This will be a logical extension to the existing system, and I bet is going to be a huge success.
Actually a better system will be to extend the Online Return Filing to Ordinary Tax Payers and to do away completely with the intermediary involved right now.
Believe me or not, an average Indian is intimidated by the complex thing called Personal Income Tax. More than that they are intimidated by the officials of IT Deptt. Filing a return in the queue and computation of taxes is a big drain on time and I am sure causes a lot of hardships. Computerisation offers salvation to the poor service being offered to the denizens of this country.

I think the Governement has averted the crisis by moving away from the Defined Benefits pension schemes to Defined Contributions scheme, effective (I think) 1st Jan 2004 for all Central Governement Employees. Nevertheless it would be interesting to do a trend analysis based on Demographic data (there has to be a corelation between Pouplation growth rate and the no. of PPF contributor growth rate), GDP growth rate to arrive at a time frame when EPF, PPF will go bust or may be they wont go bust, but then this has to be analysed.
This can also give important trend lines on liabilities of Central Govt Institutions.

What is it that makes a man give up everything to follow a thought? Its the word of his leader.
Leadership is not just about vision, it is also about the ability to articulate the vision into simple words. A person who has more command on the language is always a winner in an argument or a negotiation. Even if he is not a winner, then at least he will dominate.
It truly is a gift of God to weave magic into words. Its an art. Sandra Lewis Pringle is one such artist. She writes poems, prayers, notes of encouragement for the needy. and she is great in it.

I am really jealous of such people. Its a wepon which I want in my arsenal, but need a guide who can help in in find this art for me.
